  • The project is a multifamily apartment building with 128 rental units, all classified as affordable housing per California Government Code Sections 65915-65918, serving households earning 50-80% of the Area Median Income (AMI). The building includes podium parking with residential units above and offers amenities such as a community room, PC lab, laundry room, leasing offices, mail and parcel rooms, a tot lot, outdoor BBQ and gaming areas, and landscaped gathering spaces.

    Due to its 100% affordable status, the project qualifies for an 80% density bonus. The zoning allows 18 units per acre on the 3.96-acre site, permitting 71 base units. The density bonus adds 57 units, bringing the total to 128 units.

  • CRP Affordable Housing and Community Development of Southern California, plans to make all 45 of the rental units affordable to low-, very-low- or extremely-low-income households. In order to take advantage of the SB 35 rules the developer must record a land-use restriction with the county stating that the affordable aspect of the development stay in place for at least 55 years.

    CRP Affordable Housing also is not seeking city funding. Instead, it plans to rely on federal, state and private funding sources, a proposition that the council viewed favorably. If built, it would be the first affordable housing developer to not apply for city subsidies.

  • CRP Affordable Housing and Community Development, in partnership with contractor Workbench, is proposing an 83-unit mixed-use affordable housing project on the 900 block of Water Street. The development will feature 82 below-market-rate apartments for households earning 30%–80% of the Area Median Income, plus one manager’s unit. Plans include ground-floor commercial space, an outdoor patio for a potential restaurant, a children’s play structure, and a garage with 38 parking spaces accessible from Stanford Avenue.

    CRP has entered into an agreement with a market-rate developer who will contribute the land value to the project before the construction loan closing, fulfilling the inclusionary housing requirements for another development they are undertaking in the same area.

    The proposed development is located within Santa Cruz’s planned Downtown Expansion Area, which is currently experiencing, and is expected to continue experiencing, significant commercial and residential redevelopment.
